Prior to my retirement on 3/28/13, I would like to issue this letter of reference for Frank Mattison. Mattison Landscaping was the first landscape contractor that Los Angeles County Waterworks Districts hired back in 1999. Frank successfully held the contract maintaining our main office landscaping and our many pumping stations and tank sites. In 2008 the Waterworks District awarded the contract to the lowest bidder which has turned out to be a huge mistake. When Frank's company had our contract we received excellent service and when a problem would arise Frank would come out himself to fix the problem. This was apparent whenever we had a sprinkler or irrigation problem. We could count on Frank to respond in a timely manner and have things working properly within a day. Frank's crew would also routinely clean up trash and debris around our office on Ave. K-8 in Lancaster. For the last five years we have had to have our own crews fix all of our own irrigation problems and perform routine trash clean up. Also when Frank held the contract, he was very helpful in helping us with water conservation and suggestions for drought resistant plants. As stated before, I will be retiring on 3/28/2013 but I hope Waterworks Districts will strongly consider hiring Mattison Landscaping when the contract comes up for renewal. I am confident that Frank will go above and beyond what most landscape companies will do as a normal course of business.

I would, without reservations, recommend Frank Mattison and his company to service any homeowner associations. I personally oversaw Franks work while I was the president of the Monte Vista Community Association located in Palmdale (over 200 condo units spread over several acres), Frank and his employees were always attentive to ensuring that all work was done timely, efficiently and within budget. The association would from time to time put the contract on the street to ensure we were getting the best value for our dollar, time and again not only did Frank provide us with the best price, but it typically included more services as well.
No matter the day or time, we could always count on Frank and his crew to meet and exceed our expectations, weather, severity of problem, or anything else that was thrown our way, we could count on Frank and Company to arrive to assess and resolve whatever issue was at hand. I found after spending 15 years on the Board of Directors that reliable, competent contractors are a major asset to any complex, nurturing that relationship can be very rewarding in several ways including, familiarity of grounds, pride in long-term workmanship at a location, and trust that only comes from time and experience in dealing with any contractor. Many contractors promise the world and then deliver very little, I found over many years that Frank has kept his word and met all obligations in a professional manner. Frank and his team installed our landscaping. At that time, we interviewed a few other vendors. What impressed us about Frank is not only his experience and knowledge of soil and plants for our area, he also guided us on which plants to use to save water and which fertilizers to use so that our soil will improve over time. No one else ever talked to us about improving our soil as that is critical to plant growth and minimal water usage. Our goal was to have a low maintenance yard, tree roots that did not invade concrete walkways and driveway, drought resistant plants, plants that could withstand extreme temperatures and look good even during winter months. I believe Frank helped us accomplish our initial goals.
Three weeks ago, our pipe in the backyard broke and water was spouting all over. I immediately called Frank who helped us take care of the problem. Mrs. Bright was also going out of town for a few days. She asked me before she left to call Frank in case there is a sprinkler issue or anything like that. Frank has been very reliable and trustworthy.Because of his many years of service to our community, I respectfully request that if you are considering replacing him, please give him a chance to address any questions you might have or allow him to change the contract based on new policies. You can hire landscape vendors who will come and go, but Frank cares about his customers and will go above and beyond what average landscapers and maintenance companies will do as a normal course of business.
